2025 Spring Conferment of Japanese Decoration

1. On 29 April 2025, the Government of Japan announced the foreign recipients of the 2025 Spring Conferment of Japanese Decoration. From Solomon Islands, the following recipients have been conferred with a decoration.

●SERVICE : Contributed to promoting youth exchange and friendship between Japan and Solomon Islands
●MAJOR TITLES : Former President of the Ship for World Youth Alumni Association
Vice President of the National Association of Inbound Tour Operators of Solomon Islands
●NATIONALITY : Solomon Islander

●NAME : Mr Willie Besi
●DECORATION : The Order of the Rising Sun, Silver Rays
●SERVICE : Contributed to promoting understanding about Japan in Solomon Islands and friendship between Japan and Solomon Islands
●MAJOR TITLE : Chief of the Barana Village, Guadalcanal Province, Solomon Islands
●NATIONALITY : Solomon Islander

(1) Mr Francis Deve assisted in the recovery of World War II remains in various parts of the Solomon Islands and through this promoted bilateral relations and mutual understanding between the Solomon Islands and Japan. As President and member of the Ship for World Youth (SWY) Alumni Association in Solomon Islands, he facilitated homestays by its members for Japanese participants of the SWY programme and Japanese university student researchers. Furthermore, as Vice-President of the National Association of Inbound Tour Operators of Solomon Islands, he contributed to the promotion of tourism exchange between Japan and Solomon Islands and mutual understanding of the history and culture between the two countries through the construction of a Japan-related war memorial, supporting visits by the Japanese nationals for memorial services in Guadalcanal as well as through participating in the Tourism Expo held in Tokyo in 2016.
 
(2) Mr Willie Besi has interacted with the Solomon Islanders through the recovery of the remains of World War II war dead in Guadalcanal Province, and has established a private museum housing war-related artifacts, which has contributed to the understanding of the significance of the Battle of Guadalcanal, and ultimately peace, among visitors from the Solomon Islands and abroad. 

3. Japanese Decorations are conferred upon foreigners twice a year, on 29 April and 3 November, concurrently with the conferment of decorations and medals to Japanese nationals. The Orders of the Rising Sun, Gold and Silver Rays and The Order of the Rising Sun, Silver Rays are bestowed upon individuals of merit, in recognition of their outstanding contribution to the nation or public. These are also conferred upon foreign nationals who have made notable contribution to promotion of exchanges between Japan and other countries in fields such as research and education, medicine and social welfare, economy and industry, and culture and sports.
