Report session for UNITAR program

On October 31st, the Embassy of Japan in the Solomon Islands held a report session for “Leaders for a Free and Open Indo-Pacific: Sea and Human Security Training” held in Fiji from October 1st to 10th. 14 participants of the training program and 6 journalists from five local media participated in this session. This session was intended to share those participants’ experiences and knowledge obtained through participation in UNITAR program with people of Solomon Islands via the media.
During the opening remarks, Ambassador MIWA Yoshiaki mentioned that;
- the origin of the vision of “Free and Open Indo-Pacific(FOIP)”is found in then Prime Minister Abe Shinzo’speech, “Confluence of the Two Seas” at the Parliament of the Republic of India in July 2007,
- In August 2016, the Prime Minister ABE Sinzo conceptualized the vision as FOIP at the Opening Session of the Sixth Tokyo International Conference on African Development (TICAD VI), which was formulated as the basis of Japan’s foreign policy,
- Based on the Russia's invasion of Ukraine in February 2022, a blatant attempt to change the rules-based international order as well as the serious challenges the international community is facing at the moment such as climate and environment issues, cybersecurity and others, then Prime Minister KISHIDA Fumio proposed a new plan for FOIP in March 2023,
- In PALM 10 held in Tokyo in July of this year, “Japan – Pacific Islands Forum Leaders’ Declaration” was adopted based on Japan’s vision of FOIP and “2050 Strategy for the Blue Pacific Continent” of PIF countries.
Three presenters introduced the idea of Sea and Human Security in the Pacific and explained that the idea covers climate, social, economic, food and maritime security. They also mentioned their analysis and action plans to enhance regional resilience to address challenges. During Q&A session, a lot of questions regarding the above-mentioned fields were raised by media. In the discussion, a topic of security issues was also brought up. The participants are highly motivated to develop their initiatives to strengthen the ties with communities through the dissemination of information regarding FOIP, keep in touch with each other even after the UNITAR training is over, thereby contributing to capacity building as leaders of FOIP for Solomon Islands.
